Kamanguya, Stanley
Mr. Stanley Kamanguya, OGW is an experienced Business and Information Technology leader who currently serves as the CEO of the Information and Communication Technology (ICT) Authority, a State Corporation under the Ministry of Information, Communications and the Digital Economy in Kenya.
With over a decade of experience in the ICT industry, Mr. Kamanguya is a certified Project Management Professional (PMP), ITIL V3 (Foundation), and a member of Information Systems Audit and Control Association (ISACA) and Project Management Institute (PMI). He has worked as a consultant providing technical advice to the National Treasury on the implementation of Public Finance Systems, as well as a Manager in Technology Advisory at PwC Kenya. During his role as the Director of Integrated Financial Management Information System (IFMIS) at the Government of Kenya, National Treasury, he guided the delivery of budgeting, expenditure, and reporting on IFMIS both at the National and County Government levels.
Mr. Kamanguya has a Master of Business Administration (MBA) degree in Finance from United States International University (USIU) Africa and a Bachelor of Science degree in Computer Science and Engineering from Maseno University.
Under Mr. Kamanguya’s leadership, the ICT Authority is tasked with enforcing ICT standards in the Government and enhancing the supervision of its electronic communication. The Authority’s mission is to champion and harness ICT to enable efficient and effective delivery of public service. The CEO is driving a high-performance culture across the ICT Authority with a keen focus on employee development and engagement. He is adopting new business models and leveraging divergent teams strengths and as well as partnerships for the Authority’s future growth and success.
Mr. Kamanguya’s vision, dubbed “Impact90,” aims to achieve a 90 percent contribution to the transformation of Kenyan’s citizens livelihood and the overall positive impact expected from the Digital Economy by harnessing ICT. He believes that this will be achieved through working with the Authority’s stakeholders and developing innovative, cutting-edge solutions to support the digital economy. His unwavering focus on innovation and his ability to navigate complex challenges with confidence and grace makes him a true leader, and it is an honor to have him at the helm of the Information and Communication Technology (ICT) Authority
