Doctorate degree in Information Systems through UFRGS (2001), with a Postdoctoral at the IASP (International Association of Science Parks and Areas of Innovation), at Tsinghua University, China, and University of Malaga, Spain (2016). Full professor at the School of Technology and the Graduate Program in Computer Science.

He is the Superintendent for Innovation and Development at PUCRS and TECNOPUC. He is a member of several Boards, such as the Board of Directors of the Qatar Science and Technology Park (Qatar Foundation, Doha), the Advisory Board of the Technology Park of Bio-Bio (University of Concepción, Chile), Board of Directors of the Triple Helix Association (THA, Stanford, USA), the National Deliberative Council of SENAI and the Advisory Board of FINEP (CTS – Fomento).

He was President of the IASP (International Association of Science Parks and Areas of Innovation, LATAM), the ANPROTEC, the FOPROP (Forum of Associate Vice-Presidents for Research and Graduate Programs of Brazilian Universities) and the National Commission for the Supervision of the PNPG 2011-2022 (MEC/Capes). Researcher in the fields of Software Engineering and Information Systems. Experienced in Science, Technology and Innovation Management, in the fields of Business of Social and Environmental Impact, Innovation Ecosystems (Science and Technology Parks) and University, Company & Government Interaction.

Author of several books in the fields of Innovation Management and Systems, such as As Cidades e o Futuro (Bookman, 2022) and Ecossistemas de Inovação: Metamodelos para Orquestração (Via, 2021). Among other recognitions, he was honored with the National Order of Scientific Merit as Commander and the title of Citizen Emeritus of Porto Alegre.
