Chang Sheng

Executive Deputy Director of the Management Committee of Zhongguancun Changping Science Park, China

Graduated from Beijing University of Posts and Telecommunications with a Master’s degree in Electronic and Communication Engineering. In 2011, he was entitled as an engineer.

Chang previously worked at China Unicom in technical consulting services and was involved in ensuring communication services during the 2008 Beijing Olympics. He spent 6 years working in the Industry Planning and Development Department of the Haidian Park Management Committee of Zhongguancun Science Park (Beijing Haidian District Science and Technology Committee), during which he was seconded to the Department of Innovation and High-Tech Development of the National Development and Reform Commission. Afterwards, he served as the Deputy Director of Research Management and Technology Transfer at the Institute of Food Science and Technology of the Chinese Academy of Agricultural Sciences.

With a dedication to serving technology innovation and entrepreneurship enterprises, Chang Sheng has been actively involved in the management and operation of government-guided funds, immersed in the field of industrial investment for many years. He has long been committed to promoting the aggregation of technology-oriented enterprises, green industrial innovation development, construction of low-carbon parks, urban renewal, and actively advancing the establishment of an innovative entrepreneurial ecosystem based on circular economy development. Chang Sheng participated in formulating the reform and development plan for Zhongguancun Changping Park, spearheaded the development and implementation of the “Changping District Medical Device Industry Enhancement Action Plan (2023-2025)”, and contributed exemplary practices in deepening management system reforms, creating high-quality industrial parks, and enhancing specialized service capabilities.

In 2023, Chang Sheng accompanied the Beijing delegation to Luxembourg to participate in the bid for hosting the IASP 2025 World Conference in Beijing, leading to the organization of parallel forums for the IASP 2025 World Conference in Changping District, Beijing.
